It's open to abuse by people pimping their site and those who wish to "do a site down", like competitors or simple cyber-yobs. TripAdvisor is bad enough, with its lax and laissez-faire attitude to anonymous "reviews" but this sounds like there will be no moderation at all. Sites should be able to opt out if they wish.
